当事務所では水島藤一郎氏を本年1月1日付で顧問として迎えました。
以下、水島氏の入所のご挨拶を掲載いたします。

この度TMI総合法律事務所の顧問に就任いたしました水島藤一郎でございます。
　前任は日本年金機構理事長でございました。
　私の経歴を申し上げますと、大学卒業後５４年になりましたが、前半の３６年は民間金融機関、後半の１８年は公的機関の運営に携わってきました。
　民間金融は、変化のスピードが非常に速いそして厳しい世界でした。概括的に申し上げると、８０年代までは高度成長の中、資源の適正配分のため金融自由化・国際化が進められ、９０年代以降はバブル崩壊に伴う不良債権処理、更には相次ぐ合併など激動、まさに組織として生き残りをかけた時代でした。
キーワードは「競争」「利益」「市場」「成長」であったと思います。
　直近１１年間は、年金制度に対する国民の信頼が大きく揺らぐ中、日本年金機構理事長として制度・運営組織に対する信頼の回復にあたってきました。まことに多事多端、対応した分野は年金制度、実務は勿論ですが、公的機関の運営の在り方、情報セキュリティー問題、リスク管理等広範であり、国会答弁は１千回を超えました。
キーワードは「安心・安定」「再配分」「信頼」でありました。

今回、田中代表のご厚意で当事務所の一員となることになりました。私にとって未知の世界でありますので、これからどのような世界が現れるか、キーワードは何であろうか、わくわく感が拡がっています。
　私のこれまでの経験は必ずしも順風のもとにあったとは言えませんが、それぞれの時代が抱えた課題に対処し、解決に一定の役割を果たしてきたとの自負はあります。
これらの経験・知見が、TMI総合法律事務所の発展を通じてクライアントの皆様のお役に立つよう精一杯努力してまいります。

TMI Associates welcomed Mr. Toichiro Mizushima as an Advisor as of January 1, 2024.
Below are comments by Mr. Mizushima.

My name is Toichiro Mizushima and I have recently become an advisor at TMI Associates. I was formerly appointed as the President of the Japan Pension Service.

As for my background, it has been 54 years since I graduated from university, the first 36 years of which were spent managing private financial institutions and the last 18 years managing public institutions. 

The world of private-sector finance is a very fast-paced and challenging one. In general, until the 1980s, financial liberalization and internationalization were promoted in order to allocate resources appropriately amid rapid economic growth, and from the 1990s onward, the industry was in a state of upheaval due to the disposal of bad loans following the collapse of the bubble economy and a series of mergers. The keywords during such era I think were "competition," "profit," "market," and "growth."

During the last 11 years, while public trust in the pension system has been greatly shaken, as the President of the Japan Pension Service, I have worked to restore trust in the system and its governing body. There has been so much going on, and I have answered more than 1,000 questions in the Diet, covering a wide range of areas, including not only pension systems and practices, but also methods of managing public institutions, information security issues, risk management, and so on. The keywords during such era I think were "security and stability," "reallocation," and "trust."

Now, I am pleased to announce that I have become a member of this law firm through the courtesy of Mr. Tanaka, the head of the firm. As this is an unknown world to me, I am excited to see what kind of world will emerge and what the keywords will be.
My experience to date has not always been smooth sailing, but I am proud to say that I have played a certain role in addressing and solving the challenges of each era.

I will do my best to use my experience and knowledge to serve our clients through the development of TMI Associates.
