2026年1月26日、TMIと愛知県名古屋市は、市内企業の海外展開を支援し、地域経済の持続的発展を目指すため、連携・協力に関する協定を締結しました。大手法律事務所単体と地方自治体との協定は、東海地域で初の取り組みであり、企業の国際競争力強化に貢献します。

　

■協定締結の背景と目的

名古屋市内企業のグローバル化は加速する一方、海外進出に伴う法務、人材確保、現地情報などの課題が障壁となっています。こうした課題を解決し、企業が安心して海外展開できる環境を整えることが急務です。TMI名古屋オフィスは、インド駐在経験を持つ白井紀充弁護士、フィリピン駐在経験を持つ生駒大典弁護士（2月1日付けで赴任予定）をはじめ、海外案件に精通した弁護士を擁し、各国で培った実務ノウハウを活かして、名古屋市内企業のグローバル展開を強力に支援する体制を構築しています。
 
本協定は、名古屋市とグローバルに展開する総合プロフェッショナルローファームとして様々な分野における法的支援を提供しているTMIが連携し、法務を中心とした包括的な支援を提供することで、市内企業の国際競争力を高め、地域経済の持続的な発展を図ることを目的としています。

■連携・協力の主な内容

本協定に基づき、以下の事項について連携・協力を行います。

• 海外進出を検討する市内企業等への法務分野を中心とした相談対応
• 市内企業等の高度外国人材の受け入れに関する法務相談対応
• 市内企業等に向けた海外進出に関するセミナーの開催
• 海外法令に関する最新の情報提供
• 名古屋市が実施する海外展開支援施策の検討

連携事項を効果的に実施するため、具体的な実施内容については、両者が協議の上決定していく予定です。
今後、TMIと名古屋市は、緊密な連携・協力のもと、市内企業の海外進出に関する法的支援を提供してまいります。

Nagoya City and TMI Associates Sign Agreement to Support Corporate Globalization

On January 26, 2026, TMI Associates (Head Office: Minato-ku, Tokyo; Representative: Katsuro Tanaka) (“TMI”) and Nagoya City (Mayor: Ichiro Hirosawa) concluded a collaboration and cooperation agreement aimed at supporting overseas expansion by companies based in Nagoya and promoting sustainable regional economic development.
This is the first initiative of its kind in the Tokai region involving a standalone major law firm and a local government, and it is expected to contribute to strengthening the international competitiveness of local companies.

Background and Purpose of the Agreement
While companies in Nagoya City are accelerating their globalization efforts, challenges such as legal issues, securing talent, and obtaining local information remain significant hurdles to overseas expansion. Creating an environment in which companies can pursue overseas opportunities with confidence has become an urgent priority.
TMI’s Nagoya Office is staffed with numerous attorneys with in-depth experience in handling international matters, including Attorney Norimitsu Shirai, who has been stationed in India, and Attorney Daisuke Ikoma, who is scheduled to be stationed in the Philippines as of February 1. By leveraging practical expertise accumulated in various countries and regions around the globe, TMI has established a system capable of providing robust support to Nagoya-based companies that are pursuing global business expansion.
This agreement will enable Nagoya City and TMI, an international, full-service professional law firm offering legal support across a diverse range of fields, to closely collaborate to provide comprehensive support centered on legal services. The goal of this partnership is to enhance the global competitiveness of local companies and advance the sustainable development of the regional economy.

Main Areas of Collaboration and Cooperation
Based on the agreement, the parties will work together on the following initiatives:

• Providing consultations (primarily on legal matters) for Nagoya-based companies that are considering overseas expansion;
• Offering legal consultations related to local companies’ acceptance of highly skilled foreign professionals;
• Hosting seminars on overseas business expansion for Nagoya-based companies;
• Providing the latest information on applicable domestic and foreign laws and regulations; and
• Reviewing overseas expansion support measures implemented by Nagoya City
  

The specific implementation of these matters will be determined through discussions between TMI and Nagoya City in order to ensure that these collaborative initiatives are carried out in an effective manner.
Going forward, TMI and Nagoya City will continue to work in close cooperation to provide legal support for Nagoya-based companies that are seeking overseas expansion.
